Rick Surpin
Rick Surpin is the Founder and leader of development, ICS, CHCA, PHI. In 2003, he was named a Schwab Foundation Social Entrepreneur. Rick is currently Chairperson of the Board of Directors, CHCA, PHI. Hi interests lie in: community economic development, worker and consumer participation in organizational governance, redesigning healthcare services, balancing work and family.

Independence Care System (ICS)
Independence Care System (ICS) is a six year old non-profit organization which coordinates health and social services for adults with physical disabilities to support them to live at home. It provides a wide range of health and social services for over 1,000 consumer-members who are Medicaid beneficiaries living in New York City. It is affiliated with two other organizations, Cooperative Home Care Associates, a 21 year old, 1,000 person worker-owned cooperative which provides home health services and training; and the Paraprofessional Healthcare Institute, a 16 year old non-profit organization which provides policy advocacy and technical assistance nationally and in several states.
